Not necessarily. My father's '82 had a '89 Rude 225 and posted the same speed #s (not sure on fuel). The '97 Yam 225 SWS on there now gets him roughly the same, except top end bumps 40.
I wasn't loaded down to get those figures so much as I was propped for max torque, not for WOT. It's the way I like to prop a boat:
Prop for Max of Max at Max. (Maximum limit of Maximum rpm range at Maximum loading)

With 3 adults and 7 teen-aged kids in the boat, full fuel and camping and fishing gear on board, I could still turn 5500-5600 rpms on that Johnson 225 Looper, but my top speed dropped to 33 mph. Lightly loaded, I could run it up to 6100 rpms on a good day. Oh yeah, I had a 110 gallon fuel tank in it.
