Good advice.
If you can get the HIN or the registration numbers, you can go to the tag agency and fill out a form and they'll send a letter to the last title holder at his/her last known address. The letter will have your contact info and a request to contact you regarding the vehicle in question.
The last title holder may or may not still be at that address. He may or may not decide to contact you. He may be dead, for all you know. Or the boat may have been stolen, and he wants it back. If you can't get the last known owner to transfer the title, you will need a court order. I don't know how you would get that unless you can prove the boat was abandoned or salvaged.
Are these risks you want to take on a project boat that you may shell out a couple thousand bucks for? It may be worth the risk if the boat is free, but I wouldn't chance it otherwise. There are too many cheap project boats around that do have their papers to mess with one that don't.
