I would say that if your not even getting the click, then the solenoid or switch may be to blame. When you hit the switch to trim the motor, it is actually a low current switch that is activating a solenoid on the starboard side of the choke plate. The solenoid then sends the high current signal to the motor to make it move. That solenoid makes a very distinct click. If you are not even getting a click, you may have a bad solenoid, switch, or wiring relating to the same. Do you have more than one switch for tilt or just the one on the controls? I have a switch on the transom on my bass boat which has an 89 blackmax 150 on it and I know a lot of them even had one on the cowling too. Could be as simple as a solenoid or switch but I'd definetly take sandman's advice and seal up the wires too. Certianly cant hurt.
