Problem sounds electrical since you have no sounds. Corrosion on terminals /studs, Possibly bad contact. Solenoid should click. Clean the connections. Brushes are probably tired too. Change, them. Commutator may be bad, and or armature may be bad or need cleaning. I would pull the trim motor, take it down to the auto electric shop and they'll make it right for 60-80 bucks...

Make sure your hydraulic reservoir is full.
