If its the smaller wire, that should be the trigger wire to the solenoid. The solenoids are very simple devices and easy to test. You should have 2 large posts (high current in/out) and 2 small posts (ground and trigger input from switch) assuming one of the small posts has a good ground, manually applying 12v to the other small post will trigger the solenoid and make it click. If you have ground on one small post and apply 12 v to the other small post and get nothing, dead solenoid. They don't make them easy to get to. On my motor I have to pull the choke plate off to access the bolts that hold them on.
