Pinfish (aka Sailor's Choice).
I used some about 2-3" long while fishing for Speckled Trout in May. The trout would chasing them up and out of the water and then hit them on the way back down. Several times I counted to 10 and still missed hooking up. I was later told that cutting their dorsal fins made it easier for the gamefish to take the bait.
I would have had a fantastic day with the trout if the stingray and I hadn't crossed paths.
