Here is how I usually do it. I'm not sure if it's the best way but it has worked just fine on all the boats that I have done so far.
1. Drill the 1" hole.
2. seal the hole with epoxy using your gloved finger and rubbing the epoxy around the inside of the hole making sure you cover the entire surface of the bare wood.
3. Take a 1" brass drain tube and cut it to length. The flared end will be on the inside of the transom when finished.
4. Pre drill holes for the garboard drain.
5. 5200 the hole and install the brass tube. Clean the 5200 from the inside of the tube with a small towel.
6. Install the garboard drain sealing the three screw holes with a dab of 5200. Done
