If you keep the boat light you might be able to swing a 19 pitch. My 23' with an F250 runs 30 mph at 4000 RPM, burning 9 or less GPH, turning a merc revolution 4 blade. I rebuilt my boat light and rarely have more than 55 gallon on board, so she is fast. But with two full tanks, 3 guys, gear, and 100+ lbs of ice and fish the fuel burn goes up only a little.

I would try a 19 4 blade if i were you, you might even be able to raise the motor a notch
