Go to Home Depot or Lowes and get one of these to do your "slathering":

It will give you an even distribution of thickened epoxy that will squish down (technical term) nicely to give a uniform bond coat.

Overdrill and fill is a technique usually used for wood cored laminates as a method to isolate the wood core from any moisture that might enter the drilled hole. It is unnecessary when using inorganic cores with adequate compressive strength. Coosa 26 has a pretty high compressive strength, so you can skip this step. Do what the stretcher of fishes said and use large washers or plates to spread out the compression load from engine bolts.
