I had this problem a couple of times on my 1976 20' Seafari pedestal seat years ago. The problem is the tube is fillet welded to the flange only on the underside of the flange, apparently so what is seen looks better. I had it rewelded and the same thing happened again. After the second failure, a different weld shop put a fillet weld underneath and on the top of the flange. I have had no problems since.

That makes sense to me. I will take it down and give it a look and see if I can get it welded. Thanks for the advice!
