The hole location is not relevant! What counts is how high the AV plate is relative to bottom of boat, and that's affected by where the bracket is mounted AND where the motor mount holes were drilled! Put a straight edge against bottom of hull, trim motor so AV plate is parallel to straight edge, and measure distance to bottom of AV plate to straight edge. My experience is that motor height should be increased 2" for every foot of setback. The old rule of thumb of 1" per foot of setback appears to be totally bogus!
You want the AV plate to be above solid water when you're up on plane and fully trimmed out. How high motor can run is also dependent on prop design, as some props with lots of cup can run higher than those with no or less cup.
