First, if you have a 74 it is a Tsunami not a Sceptre but that is just semantics. To answer your question, a 250 is more than ample power and is what I ran on my Tsunami for years. Raise the deck.... ehhh I don't think it is a necessity if you don't mind a little water on the deck when everybody runs to the back. That said, if you are getting into a restore that involves replacing the deck, fuel tank, etc. I would put it on the top of the list for improvements. It's a major project but in the end it is a better way to go if you like dry tootsies.
