No topcoat is meant for permanent immersion. The are fine for weeks, even months, but eventually they will soften. Unless the boat is going to live in the water then you are 100% fine to paint the bottom with the quatum. If it's going to be in the water more than a couple of weeks you would need bottom paint any way to protect from growth

Yes, you can add non-skid to the paint. $50 a day to rent a spray booth is a great deal, I would jump on that.
