I have an outboard motor (Yamaha) that I am having some similar issues. The problem has been going on for some time. I did have a bad switch which was replaced and also replaced relay. The motor would tilt up, but wouldn't go back down at first. I was able to release the pressure with a screw driver when at the boat ramp, then it didn't give me any more problems the rest of the day.
The weird thing is that it changed and would go down, but not up after sitting in my yard for awhile.
I noticed some fluid leakage later on and I had someone replace the seals and refill with fluid. Then the problem with the tilt went away and everything was fine, I thought.
The tilt has started giving me problems again, not wanting to tilt up, unless I let it go all the way down first.
Since I had no starting problems, I didn't think the battery would be something to look at. My volt gauge was reading about 12 volts. I decided to put a charger on the battery and the tilt works then. There still could be corrosion problems, or maybe a weak relay, but I think I will try a different battery and see what happens.
