Could be corrosion on the switch causes too much voltage drop through it or could be the relay back on the motor. If you can swap the wires on the switch and the symptom is the same then I would say the issue is on the motor end...after switching wires the motor goes up but now down doesn't work. Get the heavy duty alligator clipped wires from radio shack to use for that kind of connection swapping testing. They should be heavy enough to drive the relay.
