top coat is a polyurethane. Its fine below the waterline, but not for permanent immersion (same as all the other topcoats Alexseal, Awlgrip, Imron, etc)
If the boat will not live in the water permanently then I would use the EMC quantum everywhere (thats what Im doing on my current boat), if its going to stay int he water more than a couple weeks, you will need bottom paint anyway and no need to use the quantum if its just going to be covered up,
