Its hard to tell from the image but it looks like 3/32" to nothing cupped section in a 20" span,.
I spoke to the owner of that Sceptre I looked at, told him about the hook, and asked him if he'd ever noticed a tendency to heal to stbd at high speed, but he claimed he had never noticed any unusual handling characteristics, so it evidently wasn't enough of a hook for the average guy to notice. Of course the average boater doesn't seem to even know how to properly use trim tabs, so I'm not too surprised by that answer!
