It's all about speed, weight, and attitude. Any of the three options can deliver the same ride profile at the same speed and proper weight distribution. Some say the O/B powered 23s ride poor but then again the have a much higher cruise speed and ride suffers as the 23 can't bridge the wave gap. Depending on the angle of the waves 16-20 knots is the magic numbers for the 23 Potter with 18 being the most magical number on my rig. I seriously doubt it differs much from any as I have been offshore in all three configurations and there was no notable difference IMHO. I will say the I/O with the DuoProp did hold plane in seas very well and could be maneuvered with ease.
For me the O/B option is the best platform as I'm a diver and load my boat very heavy. I can't imagine I would be able to do the same with heavier power options but I guess the I/B options could come close to the same weight if done with some pricy aluminum manifolds and risers.
