Can I just cut out a few feet of the stringer and glass in a patch or does the stringer need to be replace bow to stern?

Travis - You've got a few issues going on with the hull now. The delamination area by the bunk board concerns me the most (looks like someone "repaired" the area already). Sadly I don't think there's a quick fix for either the center stringer or the bunk board area. Here's a picture of the stringer layout in a 23. If you search google images for "seacraft stringer" you can get lots more detail. Are you sure the water you are seeing isn't coming in from around the thru-hull fitting in the front fishbox?
Don't be affraid to fill the hull with water while it's on the trailer and search for leaks.
