Re-think this. It will be tough keeping it water tight. If you want it dry without mold you need some venting of some sort. Up in the corners under the cap will help. Top access will cause you to drain any water into your bilge. I kept my life jackets in that space. Even water from my pop up cleats needed a drain tube out the stem just below the tow eye bolt.
Just some thoughts here.
