Cant give you specific info on how that engine will perform on your particular Seacraft, but I work for a boatyard and have worked on many Verados over the years, and I have to say they are really great motors.
The engineering is over the top. Mercury did a really good job when they designed them, and from what I've seen they're well built.
As long as the maintenance has been kept up with it should be a great motor.
Only issues I've run into are leaking trim tilt rams, and leaking steering ram (end seals).

I would put a Verado 250 on my 23 Sceptre without hesitation.
In fact I would prefer that 2007 you're looking at over my current 2013 225 ETEC.
Not that there's anything wrong with my ETEC. I'm just, in the back of my mind, always waiting for it to blow itself up at some inopportune moment...
