Today I switched out the filter in the vst tank and the filter right behind it took about an hour for both. Also changed the fuel water filter to a new one. The ones I took out seems clean so maybe it didn't solve the surging issue. There was one filter on top of the vst I didn't swap because it cost $100+ but if this don't do it I'll get that one also.
Now the gas that came out of the vst looked very clean also

Tommorow I get the new hydraulic ram installed in the morning.
