Default Instrument Panel help needed

I recently purchase a 1988 18 Seacraft.
I need some basic help regarding the toggle switches and wiring on the instrument panel.

From left to right:

1. ignition
2. kill switch
3. Instrument
4. Nav
5. Anchor
6. Cockpit
7. Compass
8. Acc1
9. Acc2
10. Bilge Pump
11. Bilge warning light - turns on when bilge is activated



questions -

3. Instrument - not functioning, I am assuming this switch turns on the lighting for the indivual gauges, it this correct ?

8. & 9. both these switches are wired, however cannot determine what for, possibly for a bait well, even though no pumps were ever installed ?

all switches have what appears like a push button below the switch, clear now yellowing rubber cover, would this be for the fuse, if so I can't figure out to replace the fuse, the rubber cover does not seem to want to be removed. It appears it would tear very easily.


any help would be appreciated.
