Default 1970's SF20 Stringer/Self-Bailing Inquiry

I've been looking around through the forum pages and have noticed many people have raised there decks. My question emerges from not haven yet gotten a waterline for my boat....how much should the deck be raised? And how bad is the problem? Would good scuppers do or is raising the deck the best way to go? Don't want to sacrifice cockpit depth at the stern. Thanks in advance
