Default repairing cap and such

I have ground down the cracks and what not on the cap of my boat and also need to repair the area of a thousand screws :-) you know under the rubrail. What glass should I use for this? and once all the areas are glassed should I bury the entire cap in epoxy and 407 or just fairing compound?
