TO PREVENT WATER FROM COMING BACK UP THROUGH THE SCUPPERS WHILE UNDER WAY. HAS ANY ONE TRIED PUTTING A CLAM SHELL ON THE HULL COVERING THE HOLE. AND WOULD THIS ELIMINATE THE NEED TO PLUG THE SCUPPER HOLES THUS PREVENTING GYSERS

Its not really the geysers, its just the AMOUNT of WATER that can come up through them. Take 2 big guys and stand them on the same side of the boat (gaffing a fish for instance) the deck will be flooded quickly. Clam shell wouldn't help that, some guys use ping-pong ball scuppers with good results.

Yeah it'll create a vacuum, but you could just do a wedge in front of the scupper instead of the clamshell. I've always used 3/16 to 1/4 of the diameter of a drain as the height of the trailing edge for the wedge. You can also notch the wedge around the drain but I don't think it's necessary at all for what you want.
