Default bottom paint

Hi all new member here. I'm looking at a 1973 23 CC but unfortunately it's bottom painted. The current owner stated the prior owner kept it in the water from time to time and thats why it's painted. What is the general conscensus on a bottom painted boat? Can the paint be removed easily? Can I paint over this stuff? The current owner says the transom and flooring is solid. Or should I forget it and keep looking? I would be trailering it myself therefore have no need for the paint. Plus I hate the way the boat looks with the paint! Thanks for your time and you have a great site here.
