Default Avatar pic, what am I doing wrong?

I know how to post a pic in a thread but I can't get one in the Avatar. I've reduced a pic to 140 by 90 pixels and posted it to host for transfer. I've listed URL in the space provided nine ways to sunday but keep getting an "improper picture" message. What am I doing wrong?

I'm having the same issue. The address to my pic is:

http://www.theboatzone.com/gallery/album16/P1190093

Is the pic too big?

I know zero about this computer stuff, but the pictures in the gallery don't have the ".jpg" behind the photo, so it won't take them. If you put it on there it takes it but can't find a picture with that on the end. At least that's what happened to mine...it took it but the picture isn't coming though.

When I downloaded the pics from my PC to The Boat Zone, it didn't add ".jpg" to the file name. Anyone know how to get the file extension to show up in the file name?
