Default Fuel tank issues...

Hello All,
How am I sure that my fuel tank is grounded properly?
I'm in the process of cleaning and re coating my alum tank and want to make sure that I reinstall it properly. I don't trust anything as it is on the boat now after seeing some of the existing wiring.
Any and all help is appreciated.

PS: Any one have a line on budget suppliers of two part foam in Jacksonville, FL or New Jersey?

Thanks again,

David
