NJ DEP new Regs.....?

What is up with so called new NJDEP regs limiting the following:

- cant start your motor while boat is up on blocks without recapture tanks?

- cant wash your boat while up on blocks due to possible spillage of oil residue etc?

Marina guys wont even put a hose out to clean boats?

Is this legit? Talk about harsh.....
