Now that this forum has been changed to "political discussion" I think you'll all find this a bit disturbing. Bobo enacted this after his first 3 days. It's Rahm Emauels baby, which he writes about in his '06 book.

Actually this is about doing something we have heard called "winning the Peace" in countries like Iraq. It is much like what many of us Vietnam era vets knew as Country Teams wherein a team of Gov folks/civilians (State---Ambassadors, Defense, Commerce, and subcontractors) go into a country very soon after conflict (or natural disasters)to help them stabilize and get back to productivity on many fronts (e.g., Banking, education, police, national security, trade, commerce, farming etc) civilians generally have this expertise (subject matter experts)so they are tapped to go in for up to two years. It takes at least that long to establish bona fides with the host nation and get anything started. They "Train Their Replacements" as they go from host nationals. The number of "Country Team' folks starts to diminish after their host nation counterparts get back up and running.
We did not do this in Iraq and are paying the price...as are the Iraquis. We are doing this ex post facto and doing it by cluging it together. This effort codifies the process. It is a smart thing to do IMHO. |

Finster - Basically when the Directive says civilians it is saying civil servants...i.e., government employees who serve at the pleasure of the government. They have always had the duty for domestic national security as a job description. It just says formally now what has been a fact that these civilians may now be tasked to help "Win the Peace" or restore "normal" operations in host nations (or here after events like Katrina) after conflict or natural disaster. What has changed...Nothing really. I was a civil servant in the past and even in the 60s and 70s we were asked (not ordered) to help OCONUS depending on our subject matter expertise. We were not trained in military ops (although many of us were ex military). That will stay status quo. SMEs/civilians will be given enough training to operate in the host nation much like our current State Department employees are given before they deploy to Embassies. They will not be expected to bear arms only impart their expertise.
Personally, I think this is a good/great idea. For decades our military has been expected to break things and kill people better than anyone else in the world (and done a fine job of it) then in an instant fix it and get things back to some form of normalcy. They have had SOME training (units like the Green Berets, SeaBees, Corps of Eng etc) but by and large they worked in a vacuum without the the help of SMEs. As the world and the intrinsic systems required for a nation to function got more Hi Tech and sophisticated the ability of the military to restore peacetime ops has fallen behind. Generals from Petraus on back have asked for something like this for decades. Now they will get it. |

Finster, dude, just because you're paranoid doesn't mean they're not out to get you.
Datngrizz has a much better interpretation of this directive. If your going to make war, put in place post-war elements for the reconstruction. This directive you posted could not be more opposite in nature when compared to the bullying and terror put on the public by the SA or Brown Coats [sic] for the purpose of "obedience" by intimidation. One rebuilds and prop up, the other oppresses and keeps down the populace. The only similarity I can see - and this is a stretch, is that Rahm (Emmanuel) has a first name that could look like the SA leader (Ernst) Rohm's last name, after a few barley pops
