Looking at this 74 Tsunami, it has twin Volvo AQ170 with Volvo 270 outdrives. Seems ok, transom seems ok, only soft in the removable hatches. Based on what you see what would you belive to be a fair price. Trying to talk my wife into getting this. The motors need work, 1 not running, 1 runs, Probably replace with gm units.

I would add up what two new mercruiser or volvo motors/ drives cost, installation on those, and replacing the transom. And add another 1K for all the little things that add up too. Is the fuel tank original? Add another 1K. Don't delude yourself when you're trying to talk your wife (and yourself!) into an old boat project. Overestimate the costs and you'll get an idea, but as with any boat the true expense will be more. And consider; do you want to maintain two inboard/outboards?. If you're not doing the work yourself, get quotes from a good factory trained shop as to what it will cost every year to maintain those.

Looking at the pics, you may want to add another 3 to 4K for a new trailer too, depending on how you're using the boat.

I can maintain I/O fine. Grew up with the Volvo 280 outdrive, so I know it well. I work in the Auto industry and can get what I need right, I can also work on them with no problem. The biggest challenge for me is the fiberglass work. I can paint, have access to booths and body shops and have access to whatever machine shop needs there may be.

If the seller has a good title for the boat I'd say $500. You are starting from scratch.

I'd say offer $1000 to $1200 for the package, and know it's gonna be a real project.

He is below 2k but not by much. I agree 1k would be fair, I could sell the engines for 500 for parts and start from there.
