Default Can't get lower units off

My boat has been setting for 3 years with the engines up. I'm trying to replace the impellers in the water pumps on the Mariner 135s. I have removed all the nuts per the manual, with the 2 on the sides backed off so the studs are even with the top of the locknuts. The props are still on and the engines are in neutral. I have even tried lowering the engines. Damn things won't budge. Any ideas?
Thanks

There's a bolt under the zinc.

Did you grease the splines well last time you had them off/or did the last guy? I once bought a motor that apparently, the last guy hadn't...we tried everything, and I mean everything.

Finally had to cut a section of the lower unit out... heat and use impact hammer for a LONG time...I pray this is not the case for you and it's as Bigshrimpin says...

never seen a mercury lower stuck out of a 100+ v6 mercs motors. you can back the side bolts out against a piece of flat piece of stock. $5 says the bolt under the zinc is still there.

There's a bolt under the zinc.
If you are talking about the disc with the fin on it,(trim tab per the manual), the position of the fin was marked and the fin was removed. If you're talking about something else, I'm lost.
The manual also says the engine should be in neutral.I'll try in forward.

look up in there. Up under that zinc. Thats where the biggest bolt lives. I believe 5/8 with extension does it.

Yes, you go down thru the hole on the rear. That bolt has been removed.

Ok, repairs made, now it won't go back together. Lacks several inches from going up. I turn the prop, thinking the driveshaft splines aren't lined up, but when I turn the prop, the driveshaft doesn't turn, (althought I don't know how or why they would have turned).
