I JUST FINSHED REPLACING MY TRIM BECAUSE IT WAS STICKING ON ME. I WOULD FIRST CHECK THE FLUID LIKE TRAYDER SUGGESTED, IF THAT DOSENT WORK YOU WILL THEN NEED TO TRIM UP YOUR MOTOR MANNUALY AND START TROUBLE SHOOTING. IF IT'S GOT FLUID MAKE SURE TO FOLLOW UP ON YOUR POST AS I AM SURE MOST EVERYBODY HAS EXPERIENCED THIS PROBLEM BEFORE. GOOD LUCK!!!

Like Trayder said above it's definitely a low fluid issue.

You'll need to figure out where the fluid has leaked out. After you add fluid, clean off the hydraulic rams and watch for leaks around the seals.

What engine do you have?
