Default Advise on buying 1987 Seacraft 23' hull.

I'm looking for a 23' that's in need of repower (outboard). Having just discovered this web site I'd like any input available. I recently came across a 1978 23' that had sunk on it's mooring 3 years ago and has been sitting on a trailer outside/uncovered since. Trailer in average shape.T-Top.No motor. The exterior looked good and the floor appeared pretty solid. NADA Guide has it valued at $3700. Owner's asking $10,000, but immediately dropped to $8500. What is a fair price for the hull/trailer? And having previously owned a very nice 1973 SeaCraft 20, but with a piece of junk motor I want a brand new outboard when I find a 23'. Do any of the four strokes work good with the 23'? The hull in question is located in the northeast. Thank you.
