Welcome to CSC TwoWisemen,

If your transom is wet, the next thing to happen is rot.
Two choices: Core drill and fill with epoxy, (like Gits Rot)
or rebuild the whole transom, if you plan to keep the boat,
you should spend the time and money to go through it.
Just my 2 cents worth.
