Another prop question

If I pull a string line down the keel and adjust the motor so the cavitation plate is parallel with the string the plate is 1 1/8 inches above the keel line.

That should be close. Another way to look is to run on plane with the motor trimmed all the way down and in. Look over the transom at the cavitation plate and it should be clear and above the immediate wake passing from below the hull. If water is coming over the plate or hitting the bottom of the front of the cavitation plate, your motor is mounted too low.
I think Dixon is right here, you're probably going to need to reduce pitch and/or diameter of your prop.
