Getting a boat without a HIN isn't a big deal, just a little bit of a hassle. You need to meet the Eco cops at the pre arranged spot (usualy a parking lot or rest area) They will inspect the boat to make sure it is what you are claiming to register it as. My last Mako had a state issued HIN.
