Default Placing Hull Vents, Outboard

I have an 23 CC, 1988, no hull vents. I would like to have a ventilated bilge but I'm not in a hurry to cut four large holes in the hull.
Does anyone have experience placing hull vents on the liner? Does a boat with the original hull vents actually keep a dry bilge?
I leave the boat on a mooring, so its nose is always into the wind. I was thinking about placing a pair of vents on the front of the transom, just below the hatches. My thought is the prevailing wind will push air in and it will come out the back side of the console.
