As an ex insurance adjuster for boats I say go low and work form there. Fr. Frank is right on the variations between the internet appraisals.

I paid 7k for a 85 18 foot with a 2000 merc 150 and trailer and all I had to do was replace the fuel tank. Everything works on it now and it was re done around 2001 or 02 or so.

But it was worth it to me as it was close and the same model and year as the boat I grew up on.
