Default Steering/rigging PVC on 23' rehab

Greetings-we are rigging the Seacraft 23 and we realize there is no access coming under the console for the hydraulic hoses and merc controls to go through. We have a few options here-remove the T-Top , console, and coffin lid; or put a hole in the floor under the center console which we will ultimately need to do anyway, or run pvc over the gas tank. Any thoughts would be greatly appreciated. Thank you.
