Make sure the primer bulb is oriented vertically when you're pumping it. The check valves in it will work much better that way!

Before changing a filter, I alway pump the primer bulb till it's really hard to make sure the vapor separator tank between the lift pump and high pressure pump is full. If it's full, the motor will run long enough on that fuel for the lift pump to pull fuel through the filter. Have you tried starting the motor? If it will start, between the lift pump and squeezing the primer bulb, you might be able to fill the filter that way.
