23' Tsunami - re-attach hull to topside

I noticed that the SS screws all along the toe rail, holding the topside to the hull are leaving rust stains on the inside of the liner wall. It made me think of pulling the rub rail off and replacing them all ( they are almost 30 years old! ).

The question(s):

Should I replace with SS bolts instead of screws? Larger diameter bolts ?

While there, should I dig out the old caulking and replace with new ? If YES -- what kind of caulking ?
