Leaky thru hull question

Guys-

I believe I have seepage occurring at the thru hull located in the forward fish hold are on my 23. The previous owner replaced it once with a nylon assembly that slid together and joined in the middle somehow.

Anyways, have any of you had to replce this piece due to seepage problems? I have to believe that this is where I am getting water onboard.

Your thoughts on this are appreciated!
