Fuel Capacity question

I have a 2004 23' SeaCraft. The company advertises that boat as having a fuel capacity of 135 gallons. I just had the deck plate off however, and the metal plate on the gas tank says 146 gallons. Anyone have any idea why this is? Does that mean there are only 135 gallons of usuable gas?
