Just my opinion, I had a 115 on my 18 and it was OK but we are talking a 20 MA with a T Top and I personally think it needs more power. Will it get on plane and run sure, just think it would handle much better with more power, top speed is not the reason I say it will handle better. You want the boat getting up on the deeper deadrise of the hull for cruising speed, plus if your cruise RPM is 4800 vs 3800 it will use more fuel, with a 4S that would be offset but thats not why you pay extra for 4S.
