Default thru hull

Hi guys
Been lurking for a long time, but have had few questions or comments. I guess I have been lucky with minimal problems on a much used boat. I own a 23 sf 1979 that was redone 5 years ago, since then I have added a seamark bracket(best thing I ever did). thanks again to don at hermco. I have a leak in my thru hull in the anchor locker and was wondering if anyone has any experince with replacing these. It looks like the interior portion was just puttyed in. I was wondering if there is anyway other than cutting access hatch thru floor of anchor box to get to hull in this area to put nut on thru hull.
