Sounds like it may be the sender if everything else is going fine. Feel the manifolds for heat. If they are warm your engine is coming up. You can get (borrow) a mechanic's thermometer to test the temp. Is the gauge coming up at all? I would trouble shoot sender, wires to gauge and gauge itself and then go backand test your t-stat again.
