Darlene, another way, besides using the hand pump, is to drill a 3/4" drain hole, mix up a tiny bit of resin to seal the fibers at the edge of the hole, and then stick a live-well plug in it. When the boat's out of the water, just pull the plug and drain it into the bilge. I did this for a friend in a 17' Cruise Boat CC back in the mid 80's. It worked great. He used the little locker to keep his snorkeling gear in.
