Got some more work done today, the second picture is what my transom use to look like(wood, filler, fiberglass). I also found some 1" cracks on the top of the outer skin where the angle meets the rest of the boat. For mounting the plywood I'm going to glass a traingle foam corner on the three sides after I dig out some of the old foam so that I can attach it easily to the rest of the transom. Then I'll shape the wood accordingly and glass the rest of it in. I'm also going to put 2 knees in the splashwell that will hopefully help with some support. Any other ideas?
